For your power problem, an Uninterruptible Power Supply ("UPS") instead of regular surge protector might do the trick, but I had two of them when they first started getting popular for consumers, and they were crap. Anyone know if the newer models are more reliable?

I know about UPS. Sold a few too. But it won't help when it's off from 1am to 3! And then off and on all night and from 11am - 1pm. Dumb electric company!
