I think a skill based system allows for more diversification for players then a lvl based system. Skill based allowed people to be the master of their profession or a jack of all trades and a master of none. Lvl based was just devs lazy excuse for easy maintenance.
Old school UO was the best being able to work on anything to increase your skill in that area and have to consistantly work on it or you lost points due to attrition. If you were tired of the adventurers life, you didnt have to find an npc to respec...you just turned in your sword and picked up a crafting profession and got to work at the cost of losing your skill in your combat and defense areas.
