I don't know about you but 1 is 1. not .9999, .999 is .9999 not 1...can't you see the difference? one is 1 and the other is .9999 sure 1 could also be 1.00000 and .9999 could also be written as .999900000 but 1 is 1 and .9999 is .9999 and 1 is not .9999 and .9999 is not 1 because 1 is one
 
For my purposes, .999=1
Understandably, for many, using this guideline would throw a serious wrench in the system. Especially for exacting mathematical and scientific purposes. In astrophysics, for example, a difference of .001 in a calculation could spell disaster in a hit or miss situation.
 
Throw a bar over the last nine and I would agree, but left in the current form, then no.
 
as you have written it, it is not equal to one. However, if it was written as a limit or with a bar over the last 9, it would be true
